DoT Warns: IMEI Tampering Can Lead to Jail & ₹50 Lakh Fine

The Department of Telecommunications (DoT) has issued a strong caution to citizens against IMEI tampering and misuse of telecommunication identifiers, warning that such actions can attract up to three years’ imprisonment and fines of ₹50 lakh. This announcement underscores the government’s determination to safeguard India’s rapidly expanding digital ecosystem.

India has seen several alarming incidents recently. Earlier in 2026, Delhi Police uncovered a syndicate that defrauded citizens of nearly ₹100 crore by rotating IMEIs and using SIM boxes to impersonate officials. The government also reported blocking over 15 lakh SIM cards and nearly 6 lakh IMEIs linked to cyber fraud, preventing scams worth more than ₹11,000 crore.

Why IMEI Tampering Matters

An IMEI number is essentially the fingerprint of your mobile phone. It’s a 15‑digit code that uniquely identifies your handset, no matter which SIM card is inside. Think of it like a car’s chassis number — it tells the network exactly which device is being used. Alongside IMEI, there are other telecommunication identifiers such as SIM card numbers and Calling Line Identity (CLI), which help telecom networks trace calls, messages, and data back to the right subscriber and device.

Tampering happens when fraudsters overwrite or change the IMEI using illegal software or hardware tools, making one phone appear as another. In some cases, criminals use SIM boxes that hold dozens of SIM cards and rotate IMEIs to disguise international calls as local ones. Others procure SIM cards with fake documents or manipulate CLI so scam calls look genuine. These tricks allow cybercriminals to bypass security, impersonate legitimate users, and carry out fraud undetected.

For everyday users, the takeaway is simple: your phone’s IMEI and your SIM are your responsibility. Verifying your device on the Sanchar Saathi portal, avoiding second‑hand phones without IMEI checks, and never sharing SIM cards are crucial steps to stay safe in India’s digital ecosystem.

When a potentially fraudulent number calls a Vi customer, the phone screen will display ‘Suspected Spam’, thereby helping customers decide whether to answer the call. This new feature builds on Vi’s existing robust consumer protection measures that now fall under the Vi Protect umbrella, including:

Local Manufacturing, Global Vision

Cisco’s Chennai production facility, developed in partnership with Flex, has emerged as a cornerstone of India's digital infrastructure narrative. By meeting the government’s requirement of at least 50% local value addition on routing hardware, Cisco is powering the digital backbone with Made-in-India routers—yet maintaining the scalability and resilience expected from a global tech giant.

These routers are key components of BharatNet’s IP-MPLS ring topology architecture, designed to provide high-speed, low-latency internet in rural areas. More impressively, they’re ready for export. Cisco estimates around $1.3 billion worth of gear will be produced over two years, serving both domestic and international markets.

At 3GPP TSG RAN #108 in Prague, a global  consortium proposed extending India’s Ï€/2-BPSK uplink waveform to further strengthen 5G coverage and unlock uplink-intensive services—such as high-definition video, immersive XR, and on-device AI—while paving the way for 6G.

Originating in 2014 at IIT Hyderabad as a single-institute effort, the waveform progressed into a national program with leading industry and academic partners, became a 3GPP Release 17 standard, and is now a mainstream 5G feature adopted by operators and vendors worldwide.

Prof. Kiran Kuchi, Department of Electrical Engineering, IIT Hyderabad, the driving force behind this success and founder of IIT Hyderabad spin-out WiSig Networks, remarked, “India’s coverage-enhancement technology—created with fellow Indian institutes and global collaborators including Qualcomm, Apple, Ericsson, Nokia, Samsung, MediaTek, DOCOMO, AT&T, Reliance Jio, Thales, and others—has become an integral part of the global standard.”
