Fraudsters were earlier using international spoofed calls that displayed Indian mobile numbers (+91-xxxxx) to deceive Indian citizens and carrying out cyber-crimes and financial frauds. Though these calls appear to originate from within India, they are actually made from abroad through manipulation of the Calling Line Identity (CLI), commonly referred to as phone number.

The Department of Telecommunications (DoT) has actively intervened, launching an indigenously developed International Incoming Spoofed Calls Prevention System, along with all Telecom Service Providers (TSPs). The tool proved to be a formidable barrier that blocked 90% of all the incoming international calls which were identified as spoofed calls — approximately 1.35 crore, in just 24 hours.

Moving forward, the DoT has taken significant steps to combat spoofed calls through the newly launched Sanchar Saathi mobile app and portal.

Vodafone Idea has successfully cleared all its outstanding dues with the Department of Telecom (DoT), including the payment for spectrum in August 2024, marking the first time it has met its obligations in more than two years, said reports by several media outlets.

The recent fundraising has enabled the telco to start clearing statutory dues and vendor payments. This includes statutory dues such as license fees and spectrum payments for the April-June period. The company remains up to date with its current obligations.

Vodafone Idea has been actively raising funds to strengthen its financial position.

In April, Vodafone Idea raised approximately ₹18,000 crore through a follow-on share sale. This infusion of equity capital helped bolster its financial resources.

Aditya Birla Group (ABG), one of the promoters, also invested ₹2,075 crore in the company earlier this year. This additional equity infusion contributed to the company’s liquidity.

Meanwhile, Vodafone Idea is in discussions with a consortium of banks to secure debt funding for its network expansion plan. The company aims to raise ₹25,000 crore along with additional non-fund-based facilities of up to ₹10,000 crore. These funds will support operational creditors, 5G network rollout, and additional spectrum bids.

The telecom operator has recently announced that it has doubled the capacity of its LTE 2100 MHz band by expanding from 5 MHz to 10 MHz to enable customers with faster network speed and improved internet browsing experiences.

Department of Telecommunications (DoT), through advanced AI-driven analysis, has identified and flagged around 6.80 lakh mobile connections as potentially fraudulent. These connections suspected to have been obtained using invalid, non-existent, or fake/forged Proof of Identity (PoI) and Proof of Address (PoA) KYC documents.

The questionable truthfulness of the PoI/PoA KYC documents suggests the use of fabricated documents for obtaining these mobile connections.

DoT has issued directives to the Telecommunication Service Providers (TSP) to carry out immediate re-verification of these identified mobile numbers. All TSPs are mandated to re-verify the flagged connections within 60 days. Failure to complete re-verification will result in the disconnection of the concerned mobile numbers.

The DoT has asked for the re-verification to ensure the integrity of mobile connections and the security of digital transactions. DoT is committed to creating a secure digital environment for all.

The Department of Telecommunications (DoT) will work closely with other ministries and state governments to share data and facilitate this process. This move is part of India's broader vision to become a developed nation by 2047.

Geotagging will help identify the precise locations of telecom towers and optical fiber cables. The goal is to create a comprehensive digital map of telecom infrastructure locations, enhancing preparedness and response capabilities.

State-run firms like BSNL will likely be the starting point, followed by private operators.

Bharti Airtel (“Airtel”), one of India’s leading telecommunications service providers, has announced that it has prepaid Rs. 8,325 crores to the Department of Telecom (Government of India) towards part prepayment of the deferred liabilities pertaining to spectrum acquired in auction of year 2015 which were at an interest cost of 10%.

In March 2015, Bharti Airtel won spectrum worth Rs 29,129.08 crore in the auctions but had paid Rs 11,374.7 crore. The upfront amount due was Rs 7,832.20 crore.

Airtel has made two rounds of prepayments of Rs 8,815 crore and Rs 8,024 crore in March 2022 and end-July 2023, respectively, leveraging much lower-cost financing avenues available to cut annual interest payouts. Before that in December 2021, Airtel had cleared all dues relating to spectrum purchases in 2014, by prepaying Rs 15,519 crore to the telecom department.

Since the start of this year, Bharti Airtel stock has risen close to about 15%, reaching an all-time high.

Department of Telecommunications (DoT), Ministry of Communications (MoC), has extended Machine-to-Machine (M2M) and Wireless Personal Area Network/Wireless Local Area Network (WPAN/WLAN) registration to all entities engaged in the said businesses. All business entities (incl. Companies, Govt. Deptts./Organizations, Partnership Firms, LLPs, Institutions, Undertakings, Proprietorship Firms, Societies and Trusts) engaged in M2M service provisioning and WPAN/WLAN Connectivity Provisioning are advised to register with DoT through a simple and transparent online process via SaralSanchar portal (https://saralsanchar.gov.in).

Non-compliance may lead to withdrawal or disconnection of telecom resources obtained from the Authorized Telecom Licensees.

The decision has been taken to extend the scope of the registration in order to proliferate the standard-based and secure M2M/IoT ecosystem. This also addresses the concerns of M2M Service Providers and WPAN/WLAN Connectivity Providers for M2M services, related to interface with Telecom Service Providers (TSPs), KYC, Security, Encryption, etc.

M2M services involve communication of end device/ object with predefined back end platform(s) either directly or through some gateway. Examples of M2M services include fleet management, supply chain
management, agriculture automation, smart utilities including power, water, gas
etc. The M2M end devices/ objects and the platform(s) collecting and analyzing
information from these devices/ objects are controlled by some organization.

The DoT said that it is committed to ensure building a secure and innovative M2M/IoT (Internet of Things) landscape. National Digital Communication Policy aims at creating a robust digital communication infrastructure, enable next generation technologies and ensure a holistic and harmonized approach for harnessing Emerging Technologies such as M2M/loT.

After considering the recommendations of TRAI on "Spectrum, Roaming and Quality of service (QoS) related requirements in M2M Communications" and views of M2M industry stakeholders. the Government has decided to issue the guidelines for 'Registration process of M2M Service Providers (M2MSP) & WPAN/WLAN Connectivity Providers for M2M Services'.

Department of Telecommunications (DoT), Ministry of Communications, on 1st July, 2022 issued an advisory to the general public on the proper use of Wireless jammer and booster/ repeaters. Wireless jammer or signal jammer are devices that intentionally jams/ blocks authorized signals such as cellular communications (2G/3G/4G etc.), personal communications (WiFi etc.), navigational communications (GPS etc.) by radiating strong radio energy of similar frequencies.

The use of such jammer, GPS blocker or other signal jamming device is generally illegal, except specifically permitted by Government of India.

According to the latest issued advisory, private sector organizations and/ or private individuals cannot procure/ use jammers in the country. It is also unlawful to advertise, sell, distribute, import or otherwise market jammers in India, except as permitted under the above guidelines. 

It has been stated that the use of cellular signal jammer, GPS blocker or other signal jamming device is generally illegal, except specifically permitted by Government of India. The detailed guidelines in this regard are available at https://cabsec.gov.in/others/jammerpolicy/

It has also been stated that it is unlawful to advertise, sell, distribute, import or otherwise market signal jamming devices in India, except as permitted under the guidelines mentioned above.

With regards to signal booster/ repeater it has been stated that it is unlawful to possess, sale, and/ or use mobile signal repeater/ booster by any individual/ entity other than the licensed Telecom Service Providers.

The DoT had issued a notice in January this year too, warning all e-commerce companies from selling or facilitating the sale of wireless jammers on their online platforms. A copy of the above Notice was also circulated to Ministry of Commerce, Department of Promotion of Industry & Internal Trade (DPIIT), Ministry of Electronics & Information Technology (MeitY), CBIC/ Customs, for appropriate actions.

It is unlawful to possess, sale, and/ or use mobile signal repeater/ booster by any individual/entity other than the licensed Telecom Service. In case, consumers are experiencing problems with the quality of service/ connectivity issue, the concerned TSP should be contacted to address the issue.

File Sharing Website WeTransfer Blocked by Govt

The government has ordered internet service providers to block computer file sharing website WeTransfer on request of the Delhi Police due to security reasons.

The order issued by the Department of Telecom on May 18 directed all ISP to block two download links on Dutch website WeTransfer and also the entire website www.wetransfer.com.

"Delhi Police had requested the IT ministry to block two download links and the entire We Transfer website immediately. Following which orders were issued to the website and links suggested by the Delhi Police," an official source told PTI.

Meity asked the DoT to direct internet service providers to block the website.

"The compliance be submitted immediately failing which shall inter-alia invite initiation of actions under licence conditions," the DoT order e-mailed to several ISPs said.

Coronavirus Audio Message as Mobile Caller Tune on DoT Orders; Jio, BSNL in Full Compliance, Others Yet to Follow

The government has ordered all telecom firms to make a 30-second audio clip on coronavirus as a caller tune of mobile phone users to create awareness among masses about the epidemic -- an order that state-owned BSNL and Reliance Jio have fully complied with while other telcos are yet to follow.

Top sources said on a request from the Ministry of Health and Family Welfare, the Department of Telecommunications (DoT) ordered superseding of the phone ringing tone that one hears on dialling a number, with the 30-second information clip.

The only exception to not hearing the coronavirus message is when a user has subscribed to a particular tune, they said.

All telcos were asked to incorporate the coronavirus ringing tone but so far only state-owned BSNL and Reliance Jio are in full compliance. The other telcos have cited technical issues for part implementation, they said.

The DoT had on Friday sent email instructions to all telcos to make the coronavirus audio clip as the 'ring back tone' to help disseminate information to masses.

The order asked telcos to "incorporate audio clips in ring back tone of each subscribers on urgent basis from today till further orders".

This followed a letter from the Ministry of Health and Family Welfare to the Telecom Secretary Anshu Prakash on March 5 on disseminating pertinent information on coronavirus through all channels of communication and from all possible vantage points. 

"You are requested to ask the telecom firms to make use of a 30-second audio we have developed as the pre-call notification for a period of three days," the letter said.

It also sought a direction to telcos "to send bulk SMS/PUSH notification on the simple dos and don'ts to all the clients".

It further sought the telecom secretary's personal monitoring to ensure mechanisms are in place for successful dissemination of messages.

The ministry's request to the DoT came as part of steps to create awareness to prevent spread of the disease and advocate simple public health measures that people can take to prevent infection. ?PTI ANZ

Govt Takes Over Process of Issuing, Managing IMEI for Mobile Phones in India

The Department of Telecom has taken over the process to issue and manage IMEI allocation for mobile phones in India from the private body MSAI.

The IMEI number - a unique 15-digit serial number of mobile devices - is allocated by global industry body GSMA and organisations authorised by it. When a mobile phone is lost, the victim is required to mention the IMEI number of the handset for tracking.

The Department of Telecom (DoT) had issued a standard operating procedure in May 2015 to prohibit import of mobile phones with duplicate, fake and non-genuine international mobile equipment identity.

The process was being managed by Mobile Standard Alliance of India (MSAI), erstwhile reporting body of GSMA in India.

"The government has decided to replace the MSAI operated system and hence a new system, Indian Counterfeited Device Restriction (ICDR) system, has been developed by the Centre for Development of Telematics - R&D unit of DoT for implementing the SOP, " the DoT said in a letter dated January 28, 2020 to industry bodies and concerned government departments.

The new system has been operationalised on pilot basis on the web portal of Central Equipment Identity Register (CEIR). The CEIR is being used to block all services on stolen or lost mobile phones on any network even if the SIM card is removed or the IMEI number of the handset is changed. PTI PRS

All Teleco Products including Mobile Phones to undergo Test Certification by DoT

Telecommunication Engineering Center (TEC), the technical wing of Department of Telecommunications (DoT), Ministry of Communications and Information Technology, Government of India, on Tuesday started issuing certificate to telecom equipment makers after testing their products in government certified laboratories set up in the country.

The first set of certificate has been issued to Panasonic and Vadodara-based electronics firm Matrix Comsec in simple telecom equipment category.

The certificates have been issued after a delay of about six years. The government had first set October 1, 2013 as deadline for scrutiny of all telecom products and equipment to be sold in the country to check espionage through malwares. However, the deadline was postponed several times due to non-readiness and shortage of labs in the country.

"The whole idea of testing here is not to create any obstacle but to make things simple for the industry and affordable as well. There is no reason why India should not become a centre for testing and certification," Telecom Secretary Aruna Sundararajan said after handing over certificates to the companies.

The Department of Telecom (DoT) had amended Indian Telegraph Act in 2017 to address issues hampering the process of mandatory testing of products that are to be sold in the country from October 1, 2018.

The government has now set October 1, 2019 as a fresh deadline for mandatory testing and certification of 13 simple telecom products like landline phones, cordless phones, modem, fax machines etc.

"Testing of all products including mobile phones and telecom equipment will start gradually in a phased manner. New products will be notified from time to time that are to be included in the mandatory testing process," said D K Khanna, TEC deputy director general for telecom certification and MRA.

The government has authorised 40 private labs and 10 state-run bodies to conduct security testing of telecom equipment and products.
