Vinsys, a global IT and software services and software company headquartered in Pune, successfully closed its pre-IPO round. To Boost Domestic IT Hardware, EDSM Manufacturing Govt Approves $1 Bn Worth of Incentive Scheme

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has approved the Production Linked Incentive (PLI) Scheme for IT Hardware. The scheme proposes production linked incentive to boost domestic manufacturing and attract large investments in the value chain of IT Hardware. 

The Target Segments under the proposed Scheme include Laptops, Tablets, All-in-One PCs and Servers.

The Scheme shall, extend an incentive of 4% to 2% / 1% on net incremental sales (over base year i.e. 2019-20) of goods manufactured in India and covered under the target segment, to eligible companies, for a period of four (4) years.

The scheme is likely to benefit5 major global players and 10 domestic champions in the field of IT Hardware manufacturing including Laptops, Tablets, All-in-One PCs, and Servers. This is an important segment to promote manufacturing under AtmaNirbhar Bharat as there is huge import reliance for these items at present.

The total cost of the proposed scheme is approximately Rs.7,350 crore or USD 1.01 billion (approx.) over 4 years, which includes an incentive outlay of Rs.7,325 crore and administrative charges of Rs.25 crore.

Benefits:

The scheme will enhance the development of electronics ecosystem in the country. India will be well positioned as a global hub for Electronics System Design and Manufacturing (ESDM) on account of integration with global value chains, thereby becoming a destination for IT Hardware exports.

The scheme has an employment generation potential of over 1,80,000 (direct and indirect) over 4 years.

The Scheme will provide impetus to Domestic Value Addition for IT Hardware which is expected to rise to 20% - 25% by 2025.


The vision of National Policy on Electronics 2019 notified on 25.02.2019 is to position India as a global hub for Electronics System Design and Manufacturing (ESDM) by encouraging and driving capabilities in the country for developing core components, including chipsets, and creating an enabling environment for the industry to compete globally.

Currently, the laptop and tablet demand in India is largely met through imports valued at USD 4.21 billion and USD 0.41 billion respectively in 2019-20. The market for IT Hardware is dominated by 6-7 companies globally which account for about 70% of the world's market share. These companies are able to exploit large economies of scale to compete in global markets. It is imperative that these companies expand their operations in India and make it a major destination for manufacturing of IT Hardware.

Given the current global scenario, the world of manufacturing is undergoing a paradigm shift. Manufacturing companies across the globe are looking to diversify their manufacturing locations to mitigate the risk involved in depending on a single market.

Addressing the gathering Mahender Reddy, DGP of Telangana explained how SCSC came into being. SCSC has become a role model for the best collaborative efforts between the industry and the police. An interface of this scale doesn’t exist anywhere in the world, he said.

It has become a benchmarking institution. As DGP I am proud of it. It must be replicated in all districts. We have recently issued orders to all SPs and Commissioners throughout the state to form such bodies.

The benefits of the technology must go through the police service delivery. Towards that effect we started digitization of our services. We have taken up CCTV projects on a war footing basis, he said.

Today we have 6.5 lakh CCTVs in Hyderabad and 7.5 lakh in Telangana. And hundreds are being added every day. Because of these and many other measures, the Telangana Police have emerged as the best police organization in the world as far as use of technology, DGP said.

Mahendar Reddy highlighted that the response time the police take to reach the crime scene is 5 minutes in the state capital and 8 minutes in the rural areas. We endeavor to deliver uniform services across the police stations in the state he said.

Speaking about the crime scene, Mahendar Reddy said in future the traditional crimes may disappear and cybercrimes will emerge as major things. But, the foundation to counter cybercrimes must be laid now.

Today’s war is against a microscopic virus and future could be cyber terrorism. SCSC will review its initiatives from time to time and come out with newer solutions said, Krishna.



Krishna acknowledged the contributions of many leaders in the past. The impact we had made can be measured in metrics. But to me what is more important are the ‘lives’ behind the metrics. Yes, each metric we measure is a life that has been positively impacted, Krishna adds

Delivering Keynote address Mr. BVR Mohan Reddy shared that he stepped out of home after a gap of 320 days to meet all the industry friends and participate in the celebrations. Many Covid warriors put their lives at risk to safeguard us during the challenging times. Police ensured that 6.5 lakh IT employees work from home without hassles supporting them free movement of IT Infrastructure and hardware. And my big salutes to the police. Employees too took it as a challenge and responded with superior productivity and performance. SCSC model is the first of its kind not just in India even outside India, he said. Cyber Security will be the focus area not immediately but in future. He predicted that India will be the global hub for Cyber Security products and services.



Rachakonda Police Commissioner Mahesh Bhagwat said UN declared that there are 240 police for every one lakh population. But that ratio is much less here. So, there is a huge gap between the need and demand. Organizations like SCSC bridge that gap he said added that the perception of Police before Pandemic according to one survey was 27%, but that has dramatically improved to 70%



Jayesh Ranjan, Principal Secretary said SCSC’s multiplier effect is enormous. SCSC played a very crucial role ensuring the IT companies operate from home during the lockdown without any problems. The shifting of work from office to home was the best and most seamless and that too without any break. The entire credit he attributed to SCSC and Cyberabad Police.



Anjani Kumar, Commissioner of Police, Hyderabad said the notion of security is changing. The days of traditional physical proximity or security is over. The advent of the Digital World has already made the good old physical security obsolete. But the shift to digital world is also bringing new challenges along with the changing world and we must be prepared for the same. He also felt that the SCSC model is very unique.



SCSC which has the patronage of 205 member companies is by the public for the public and through the public said VC Sajjanar, Commissioner of Police, Cyberabad. SCSC over the period of many years has left a great impact on society. SCSC and Cyberabad police combined efforts yielded into the smooth functioning of the IT offices during the lockdown. We were the first in the country to ensure business continuity. Nowhere in the county such a great cooperation and coordination exists



SCSC was the first to set up Covid Control room. The control room buzzed with activity within two days after the lockdown was declared. And it worked 24x7 and served with 12. 5 food and 1.5 lakh grocery pockets not just in the city but far off and remote places from the city. SCSC was in the forefront in mobilizing blood donation of 8000 units and helping 8000 plus covid patients with plasma. 15 ambulance services were pressed into the services and attended to medical emergencies of the people. We also fed 3000 plus animals.



The SCSC model is likely to be replicated at other IT hubs coming up in the state like Warangal, Karimnagar and Khammam. Pune, Bangalore and Chennai cities have also studied the model and are likely to replicate.



The future of the SCSC is to stabilize all the verticals on par with the IT, said Sajjanar. Cyber Security may pose a threat in future. So, keeping that in mind we are planning to set up a Center of Excellence in Cyber Security in Cyberabad Commissionerate limits.



Bharani Aroll, President of HYSEA unveiled a newly developed website of SCSC. Addressing the gathering he said Hyderabad is the safest city in the country. Any investor looks for safety and security for his investment and secured ecosystem, he added.

  • Use of handheld communication devices while driving allowed solely for route navigation.


Union Ministry of Road Transport & Highways (MoRTH) has recently issued notifications regarding various amendments in Central Motor Vehicle Rules 1989 requiring implementation of enforcement, Maintenance of Vehicular Documents and E-Challans through portal w.e.f 1.10.2020 for better monitoring and enforcement of MV Rules

Use of IT services and electronic monitoring will result in better enforcement of Traffic Rules in the country and will lead to removing harassment of drivers and would facilitate the citizen.

This was required after Motor Vehicles (Amendment) Act 2019 was passed and was published on 9th August, 2019.

Accordingly, the rules for amendment to the Central Motor Vehicles Rules 1989 for certain provisions of the Motor Vehicles (Amendment) Act 2019 were published through GSR 584 (E) dated 25 September 2020. The amendment inter-alia provides for the definition for Challan, Portal inserted as requirement for providing the services through IT and further the enforcement of electronic monitoring and enforcement.

Details of driving licences disqualified or revoked by the licensing authority shall be recorded chronologically in the portal and such record shall be reflected on a regular basis on the portal has been provided for. Thus the record shall be maintained electronically and further the driver behavior would be monitored.

Provisions have been made for the procedure for Production and Obtaining Certificates in physical as well as electronic form, the validity, issuance of such documents and further the date and time stamping of inspection and identity of the Officer to be recorded. It has been provided that if the details of the documents are found validated through the electronic means by the enforcement officer then physical forms of such documents shall not be demanded for inspection, including in cases where there is an offence made out necessitating seizure of any such documents.

Further upon demanding or inspecting any documents, the date and time stamp of inspection and identity of the police officer in uniform or any other officer authorized by the State Government, shall be recorded on the Portal. This would help in unnecessary re-checking or inspection of vehicles and further would remove harassment to the drivers.

It has been provided that the use of handheld communications devices while driving shall solely be used for route navigation in such a manner that shall not disturb the concentration of the driver while driving.

Further through notification GSR 586 (E) dated 25 September 2020 certain amendments in the Motor Vehicles (Driving) Regulations 2017 have been made to align to the Amendment in the Act and the CMVR 1989 like use of handheld device, inspection of documents in electronic form etc.

The S.O. (E) 3311 dated 25; Sep 2020 notification provides for enforcing certain provision of the Motor Vehicles (Amendment) Act 2019 w.e.f. 1st Oct 2020 for which the aforesaid rules are being published.

The S.O. (E) 3310 dated 25 September 2020 provides for the conditions for the State Government to consider for specifying a multiplier to the amount of the penalties

The S.O. (E) dated 25 Sept 2020 provides for the order that the penalties for violation of The Motor Vehicles (Driving) Regulations, 2017 shall be in accordance with Section 177A to the extent that the penalties for such violations are not specifically provided for otherwise under the Act.
