The government underscored that the project will bring significant improvements to infrastructure in Anjaw and Namsai districts, while also reinforcing India’s presence in a strategically sensitive region bordering China.

By combining clean energy generation with regional development and strategic infrastructure, the Kalai-II Hydro Electric Project represents a landmark investment in India’s Northeast, aligning with both national energy goals and geopolitical priorities.

How the Kalai-II Hydropower Project Strengthens the China Border

The Kalai‑II Hydro Electric Project strengthens India’s position along the China border by combining strategic infrastructure development with energy security in a sensitive frontier region. Its location in Arunachal Pradesh’s Anjaw district—close to the Line of Actual Control (LAC)—makes it both a clean‑energy initiative and a geopolitical asset.

Strategic and Geopolitical Significance

  • Border Infrastructure Reinforcement: The project site lies near the India‑China border in the Lohit Basin, where connectivity and logistics have historically been limited. The construction of 29 km of new roads and bridges will improve troop mobility, civilian access, and disaster response capabilities in Anjaw and Namsai districts.
  • Energy Security in Frontier Areas: Generating 4,852.95 million units of electricity annually ensures reliable power for remote military and civilian installations, reducing dependence on diesel and enhancing sustainability for border operations.
  • Symbol of Territorial Integration: Large‑scale projects like Kalai‑II signal India’s administrative and developmental presence in Arunachal Pradesh, countering China’s claims over the region. The joint venture between THDC India Limited and the Government of Arunachal Pradesh demonstrates active governance and long‑term investment.
  • Grid and Connectivity Advantage: The project will feed clean power into the national grid, strengthening the Northeast’s integration with India’s energy network and ensuring frontier states are not isolated.

Broader Developmental Impact

  • Socio‑economic Upliftment: Employment generation, CSR activities, and compensation packages will benefit local communities, stabilizing populations in border districts and reducing migration away from sensitive zones.
  • Environmental and Logistical Resilience: The run‑of‑river design minimizes ecological disruption while providing sustainable energy. Improved infrastructure will facilitate faster movement of goods and services, indirectly supporting defense logistics.
  • Strategic Signaling: The project’s approval by the Cabinet Committee on Economic Affairs chaired by Prime Minister Narendra Modi underscores India’s intent to pair renewable energy expansion with strategic infrastructure buildup in the Northeast.

Summary

Kalai‑II is more than a hydropower project—it’s a strategic infrastructure anchor that enhances India’s energy independence, strengthens logistical networks near the LAC, and asserts developmental sovereignty in Arunachal Pradesh. By combining clean‑energy generation with frontier connectivity, India is reinforcing its presence and resilience along one of its most geopolitically sensitive borders.

With Hon’ble Prime Minister Sh. Narendra Modi Ji’s priority focus on the North-East through the vision of ‘Act East, Act Fast, Act First’, infrastructure and connectivity in the North-Eastern region have grown multifold. Today, every state in the North-East has an airport and the number of operational airports has increased from 9 in 2014 to 16 today. Given the North East’s immense potential in horticulture and cargo exports, today’s launch of Amazon Air’s cargo route from Delhi to Guwahati will further support the farmers, artisans and entrepreneurs of the North-East. The Government has also taken several significant interventions to encourage air cargo growth in the country. In Budget 2026, special emphasis has been placed on building air cargo infrastructure and warehousing capacity to strengthen logistics for perishable and high-value products. Additionally, the value cap on courier exports has been removed which will help boost cross-border e-commerce. And I congratulate Amazon for adding to air freight network of the country with today’s milestone launch,” said Shri Ram Mohan Naidu Kinjarapu, Hon’ble Minister of Civil Aviation.

Enhanced logistics connectivity plays a crucial role in empowering local entrepreneurs and expanding market access for businesses, and employment across the Northeast. For sellers in the region, the introduction of Amazon Air services to Guwahati will enable enterprises to connect with customers nationwide. Improved fulfillment speeds will allow businesses to reach a wider customer base and participate more meaningfully in India’s rapidly growing digital economy, while also bringing the benefits of faster and more reliable deliveries to customers and communities across Assam and the wider Northeast region. Such advancements in logistics infrastructure are also expected to generate substantial employment opportunities for local youth. It is hoped that the operationalization of Amazon Air services will further contribute to job creation and support the overall economic growth of the region," said Dr. Ravi Kota, IAS, Chief Secretary, Assam.

Since launching Amazon.in in 2013, we have consistently invested in building one of India’s largest logistics networks to serve customers wherever they live. The expansion of Amazon Air to the Northeast is a natural progression of those investments and reflects our long-term commitment to strengthening connectivity across the country. It also aligns with the Government’s focus on improving logistics infrastructure and unlocking economic opportunity in the region. For customers, this means access to Amazon’s vast selection at 5x better speeds than before, while sellers and entrepreneurs in the Northeast can now reach customers across India faster and more reliably,” said Abhinav Singh, VP – Operations, India and Australia, Amazon.

Global Retail Giant Lulu Group Explores Strategic Sourcing from Meghalaya

Global Retail Giant Lulu Group Explores Strategic Sourcing from Meghalaya

A high-level 8-member delegation from Lulu Group International, led by Mr. Salim M.A., Director, Global Operations, visited Meghalaya for a series of strategic engagements aimed at strengthening international market linkages for the state’s agricultural products.

The visit follows the signing of a Memorandum of Understanding (MoU) between Lulu Group International and the Meghalaya State Agricultural Marketing Board (MSAMB) in November 2023 at World Food India, New Delhi, facilitated by APEDA. Over the past two years, MSAMB has proactively facilitated the export of GI-tagged Khasi Mandarin, Pineapple, and Ginger through both air and sea routes.

The delegation held an official meeting with the Shri Conrad K. Sangma, Hon’ble Chief Minister of Meghalaya, Dr. Mazel Ampareen Lyngdoh, Hon’ble Minister of Agriculture & Farmers’ Welfare, and senior secretaries from the Department. Discussions centred around expanding global market access for Meghalaya’s agricultural products, increasing farmer incomes, and scaling up agri-export infrastructure.

The Hon’ble Chief Minister assured the delegation of full government support in maximizing this partnership. He emphasized the importance of leveraging Meghalaya’s unique agro-climatic conditions and traditional practices to create a strong brand identity in global markets.

Our focus is on ensuring maximum efficiency with the investments we make, so that the volume of products reaching international markets continues to grow,” said Shri Conrad K. Sangma, Hon’ble Chief Minister of Meghalaya. “As a government, we are fully committed to this partnership. Meghalaya is an agro-based society, and our produce, especially the GI-tagged and organic varieties, are unique to this region. These products have immense potential, and we are determined to take them to global platforms. Today, we are witnessing significant growth in production, organic certification, and farmer collectivization. A great deal of groundwork is already in motion, and we are building on that momentum to ensure long-term gains for our farmers,” he added.

In recent years, the Government of Meghalaya has taken bold and innovative steps to establish direct export channels for the state’s unique agricultural products, particularly those with Geographical Indication (GI) tags and certified organic status. These efforts are transforming Meghalaya into a key agri-export hub from the Northeast region of India.

In a pioneering move last year, the State Government facilitated the first-ever direct export of GI-tagged Khasi Mandarin to Dubai via air cargo from Guwahati Customs, effectively bypassing conventional routes like Mumbai’s sea ports and airports. This marked a breakthrough in agri-export logistics from the region, ensuring faster and more efficient transportation of perishable, high-value produce.

Building on this success, direct exports of pineapple consignments were also initiated, with Air India Cargo managing the shipment directly from Guwahati. These interventions reflect the Government’s strong commitment to streamlining export infrastructure and reducing turnaround times for both farmers and international buyers.

To date, Meghalaya has successfully exported over 13 metric tons of GI-tagged Khasi Mandarin and 10 metric tons of Pineapple to markets in the Middle East, reinforcing the state’s reputation for high-quality and fresh produce.

Further elevating Meghalaya’s presence in international markets, the first-ever sea shipment of 15 metric tons of organic ginger was successfully dispatched to Dubai in March 2025, facilitated by the Meghalaya State Agricultural Marketing Board (MSAMB) in collaboration with the Eastern Ri-Bhoi Organic Farmer Producer Company. This shipment showcased the scalability, traceability, and global readiness of Meghalaya’s organic value chains.

These pioneering export efforts, anchored in partnerships with global retail leaders like Lulu Group International, are a testament to the Government’s vision of unlocking premium markets, enhancing farmer incomes, and placing Meghalaya’s unique produce on the global map.

To further build on this success, a team comprising officials from the Department of Agriculture and Farmers' Welfare and eight progressive farmers from across the state undertook a Market Exposure Visit to Dubai from 16th to 18th March 2025. The visit was designed to provide first-hand insights into international trade practices, pricing strategies, and quality expectations from global buyers. Farmers interacted with wholesale buyers at Aweer Market, participated in a promotional showcase at the Our Wellness Village Café in Sharjah, and witnessed their products being displayed at Lulu Hypermarket, Silicon Oasis, alongside leading international brands.

This initiative was not only a testament to the Government of Meghalaya’s vision of integrating its farmers into global value chains but also helped lay the foundation for lasting trade relationships with major retail groups such as Lulu. The experience enabled farmers to better understand global consumer preferences, branding standards, and packaging benchmarks- key areas that are now being addressed in collaboration with Lulu Group and other partners.

These strategic efforts reflect the broader goal of the state to create sustainable, high-value market opportunities for Meghalaya’s farmers while positioning the state as a competitive player in the international organic and GI-tagged product space.

Despite Challenges, Manipur's Start-ups doing Home Delivery during Lockdown

Driven by young entrepreneurs, start-ups in Manipur are rising to the occasion to home deliver essential items and groceries, overcoming myriad challenges during the lockdown in the absence of major players likes BigBasket, Grofers, Amazon in the state.

Malemm, FoodWifi, Hummingbird are among the app-based start-ups which have been granted permission by the state government to carry out home deliveries during the lockdown to prevent spread of COVID-19, which has also accelerated their business expansion plans.

Langam Lukram, founder of Malemm, had returned to Manipur after graduating in business administration from Middlesex University, UK to take up organic farming and home deliveries of the produce.

The coronavirus pandemic and the subsequent lockdown has made him tweak his original plan a bit to meet overwhelming needs of consumers.

"When we started, it was meant to be for home delivery of only organic vegetables. We had tied up with around seven farmers and grew different types of vegetables in a chemical free manner," Lukram told PTI.

However, things changed suddenly after the lockdown.

"Initially, we were doing just about 20 deliveries per day as we started in a small way with plans to double that by end of March. After the lockdown, we suddenly received around 600 calls for order in a single day, which we were in no position to fulfil," the 22-year-old said.

The company decided to restrict to taking around 200 orders, and started deliveries with a small team. However, executing those deliveries continued till late evenings.

"Then we ran into supply issues as our organic vegetables stock ran out and had to pause our deliveries for two days. With demand for just vegetables, not necessarily organic ones, rising, we expanded our sourcing and now we are delivering even normally grown vegetables as well," Lukram said.

He added that Malemm would like to get back to its original core business of growing and home delivering organic foods, once the coronavirus crisis is over.

Similarly, Kennedy Oinam, co-founder of FoodWifi, also had to adapt to the dynamic situation.

"We are basically food delivery service providers through tie-ups with restaurants. When the lockdown happened we had to accelerate our plans to diversify into home delivery of groceries and essential items," said Oinam, whose father took voluntary retirement to build capital to fund his son's entrepreneurial dreams.

During the lockdown, he said FoodWifi has been fulfilling around 80-100 deliveries per day despite several challenges.

"One of our biggest challenges was that of delivery personnel, as parents of our staff were reluctant to let their sons go out our during the health crisis. So, my co-founder Bickychand Khangjarakpam and myself, we started doing it after hiring a van. In the following days more staff joined us," said the young entrepreneur who once worked as a chef in a local restaurant from where he got the idea of doing home delivery of food.

The other hurdle was that of inventory as distributors were open only on alternate days, Oinam said, adding "we had to stand in long queues to get items and we could only sell what we could get from the distributors, limiting the choice for our customers".

"Also, our delivery boys despite having permits were stopped many a times by local police when they went out as there is lack of clarity in the interpretation of orders from authorities," he added.

Hummingbird co-founder Fisher Laishram said getting approval from authorities in itself was a time consuming process, but once that was done it was all about getting the staff trained about following health and hygiene protocals while delivering at doorsteps during the coronavirus crisis.

"We have also faced problems with delivery personnel as people are reluctant to venture out during these times," said Laishram, who spent seven years in New York for higher studies and also honed skills of running start-up during his stint with Sprinklr.

At present, Hummingbird is handling about 80 food orders on an average, he said adding fuel availability has also been a huge hurdle with many of the petrol pumps closed during the lockdown.

Despite the challenges, as Oinam puts it, apart from the business aspect, it is about being able to help people in the times of crisis that has been more fulfilling.

"Some people blessed us, some wished us good luck and many advised us to stay safe and follow strict hygiene protocol out of concern for us and we really appreciate that," he signed off with a smile. PTI RKL

Northeast India Accounts Only 0.1% of India's Total 14,565 Recognized Startups

Northeast India that comprises eight states in north eastern region of India -- Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura, accounts for exactly 0.144% of total 14,565 startups recognized under Start-up India initiative of Indian government, according to the data provided by the Ministry of Commerce and Industry.

While Sikkim has the country's lowest number of just 1 startup, Manipur with 11 startups has highest number in Northeast region and rest of the 6 North-East states have less than 10 startups.

Goa, Jammu and Kashmir, Chandigarh and Himachal Pradesh are among those that have less than 100 start-ups.

Having huge geographies and diverse culture as well as languages, over 60% of the startups out of 14,565 startups recognized under Start-up India initiatives in India are concentrated in five States -

  1. Maharashtra -- 2,787

  2. Karnataka -- 2,107
  3. ,

  4. Delhi -- 1,949

  5. Uttar Pradesh -- 1,201

  6. Telangana -- 824

The total number of applications received for recognition under Startup India initiative is 19,611, of which 14,565 applications have been approved, according to the data provided by the Ministry of Commerce and Industry.

In a reply to the question in Lok Sabha, the Ministry further said, "The data of cost involved and manpower engaged under these initiatives across Central government ministries and various State governments is not centrally compiled,” stated the Ministry in a reply to the question in Lok Sabha. There are no provisions of loans under Make in India and Start-up India initiatives."

Launched in January 2016 by the Prime Minister Narendra Modi, Start-up India is a flagship initiative of the government set-up under Invest India and is intended to build a strong ecosystem for nurturing innovation and start-ups in the country that will drive sustainable economic growth and generate large scale employment opportunities.

Existing industries' regulations are for traditional industries and as they do not justify its purpose for new-age startup ventures working in emerging technologies like Artificial Intelligence, Internet of Things or even e-commerce for that matter these regulation become almost irrelevant. The Ministry is thus reviewing these regulations and some of them are either scrapped or modified in order to facilitate the booming ecosystem of the country which will foster and encourage startups to take root.

Govt Considering Over 60 Startup Proposals for Northeast; Rs 35 Crore for Manipur Startups

It seems to be a week of celebration for the startups in Northeast. The Modi government is reportedly currently working on over 60 proposals for startups in the Northeast. The proposal involves the Centre providing initial monetary help to these startups under the umbrella of a new scheme called Northeast Venture Fund.

In addition to this fund from the centre, Manipur Chief minister N Biren Singh yesterday announced that his state government has also set aside a budget of Rs 35 crores under the 'Startup India' initiative in order to encourage local entrepreneurs in the region.

According to Minister for Development of North-Eastern Region (DoNER) Jitendra Singh, the Northeast Venture Fund is first such dedicated venture capital fund especially tailor made for the North East region. Singh also shared that the scheme would see his ministry providing additional benefit of providing the initial funds to any youngster planning to set up an enterprise.

Singh also revealed that the plan to launch such a North-East focused fund began in April, almost a year after Modi debuted his famous "Start-up India, Stand-up India" programme, which provides startups with incentives like tax holiday in their early phase and an exit period of three months.

The minister also said that as of now the Northeast Venture Fund has had a good reception with more and more young entrepreneurs from Northeast surfacing on the land to give their entrepreneurial dreams a chance.

The Manipur CM also stated that his government is working on introducing policies and programmes which will aim at encouraging more entrepreneurs in the state of Manipur. N Biren Singh also urged the banks in the state to help local entrepreneurs and startups by providing them financial assistance for their businesses.

The CM also appealed the youth of the state to continue their faith in the state and his government as his government is focused towards providing the right environment, tools and resources for them to flourish in the state.

Numaligarh Refinery Launches Rs 10 Crore Fund To Assist Startups in Assam

Northeast India Entrepreneurs, here comes the good news for you. According to a media report, Assam-based Numaligarh Refinery Limited (NRL) has decided to promote startups in Northeast India region. The Refinery has already started the process by holding ideation in Guwahati on Tuesday.

If we talk of the funds, initially, to assist startups, company has come up with a fund of Rs 10 Crore which will come as a grant for startup venture.

Commenting on the development, P.Padmanabhan, Managing Director, NRL said, "We want to create entrepreneurship ecosystem in Northeast India. Once the ideas are submitted, jury will evaluate the same. We will evaluate if the project requires seed funding, scale up funding or any other assistance. We will tie up with incubation Centre."

According to Padmanabhan, company will hire domain expert to assist the startup venture. He further stated that if the present fund is exhausted they will add more as for them funding is not a problem.

To create awareness about the scheme, the company has decided to reach out to different educational institutions. Further, NRL is planning to expand the refinery from 3 MMTPA (million Metric Ton per annum) to 9 MMTPA. The proposal is now with the Union Petroleum and Natural Gas.

"The proposal is in the advance stage and is with the ministry. We are expecting something on it in two to three months,” informed Padmanabhan.

Not only this, if sources to be believed, Assam government is in the process of formulating a Startup policy and will soon come up Startup Innovation Centre.
