Delhi Police Partners with C-DOT to Deploy 9 Indigenous Smart Policing Solutions

In a landmark move to strengthen technology-driven law enforcement, the Delhi Police has signed a Memorandum of Understanding (MoU) with the Centre for Development of Telematics (C-DOT), the premier telecom R&D institution under the Department of Telecommunications (DoT), Government of India. The collaboration marks a significant stride towards building a secure, indigenous, and future-ready policing ecosystem in the national capital.

Under the agreement, C-DOT will deploy nine advanced, homegrown solutions tailored to modern policing needs. These include:

1. Facial Recognition System (FRS)/FraudPro for identifying suspects, missing persons, and repeat offenders.
2. SAMVAD Unified Communication Solution enabling secure chats, calls, and data sharing across police units.
3. SAMVAD Prime, a specialized secure handset system for senior officers and operational teams.
4. C-DOT Meet, a secure video conferencing platform with collaborative features.
5. Mission Critical Services (MCX) for low-latency, secure communications during emergencies and large-scale events.
6. Intelligent Attendance System powered by facial recognition to prevent proxy marking and enhance access control.
7. Cell Broadcast Solution for geo-targeted public advisories, traffic alerts, and emergency warnings.
8. Trinetra ESOC & Trinetra 360, AI-powered cybersecurity platforms for endpoint monitoring, anomaly detection, and digital risk management.
9. Quantum Security Solutions including Compact Encryption Module (CEM), Quantum Secure Smart Video Phone (QSSVIP), and Quantum Key Distribution (QKD) to ensure quantum-resilient communications.

Power of DNA - Delhi Police and AIIMS Join the First Ever Awareness Drive

~ Common person, a ‘first line responder’ in criminal investigation!

A pathbreaking initiative combining forces with the Delhi Police and AIIMS to deter the incidence of rape was announced on the International Day for the Elimination of Violence Against Women. The awareness drive has been launched to highlight the role of common people and the application of DNA forensics in expediting India’s criminal justice system in sexual offense and rape cases.

At the Launch of the drive Nishtha Satyam, Deputy Country Representative, UN Women India, said, “DNA is your unique identity that is present in every part of your body. In your nails, blood, skin, sweat and even in your spit. It’s impossible that in a rape case a rapist does not leave his DNA behind. We need to save the evidence and demand for DNA testing. We must generate awareness about this topic, because DNA is the biggest weapon against this brutal crime.”

One of the biggest challenges a rape survivor faces, is in proving the offense while relying on ocular evidence in court, when in reality, most often there are no eyewitnesses in such a case. The campaign brings to the fore the cruciality of collecting and preserving offender DNA, i.e. bodily fluids or skin or nails or hair from the scene of the crime and from the survivor, as it is the most conclusive evidence that can lead to a conviction. Thereby eliminating the reliance on ocular evidence. But DNA evidence must not be washed off, it must be saved.

Dr. Pinky Anand, Additional Solicitor General India, added to this, “Considering the importance of DNA evidence that is conclusive, the Government too, has introduced the DNA bill. The matter still lies with the standing committee for discussion. We are also looking to make a national offender database with the help of which a serial rapist can be identified and brought to justice quickly. Over the last two years, owing to the increased awareness levels on this subject, DNA crime testing has doubled. We must take care of two things, preserve the evidence in a rape case. And second, demand for DNA testing. And if we can do this, we will be able to make this city, this country, a safe place for our women and children.”

According to experts, equipping people with better knowledge on preserving DNA evidence can make the path to justice delivery relatively easier for rape survivors. The power of DNA is bound to put the fear of law in the minds of the perpetrator.

Suman Nalwa, DCP, Delhi Police, further highlighted, “Should this untoward incident happen with you, you are bound to be afraid, uncertain and insecure because we never think that we are vulnerable but sometimes bad things do happen. However, don’t feel ashamed. You haven’t committed the crime, the rapist is the criminal, and he’s the one to be put to shame. As a victim, as a first responder, as a concerned citizen, it is our responsibility to know more about DNA evidence and how to safely preserve the evidence to help the investigation so that the rapist is caught and can never ever commit this crime.”

Dr Sudhir K Gupta, Head, Department of Forensic Medicine, AIIMS, New Delhi said, “We are presently working on establishing the first of its kind one-stop sexual assault examination, care, and research centre. There is a dire need for educating and training first-line responders across the country on proper collection & handling of DNA samples while at the same time creating dedicated infrastructure to attend to rape survivors. The lack of proper facilities at hospitals has a direct correlation with the quality of DNA evidence collected from rape survivors. The results for the vaginal swabs and semen samples can be analysed quickly to help catch the culprit but currently, 80-90% of samples do not yield viable results because they are not collected and stored properly.”

The occasion also saw Suman Nalwa, DCP, Delhi Police who is also the Principal, Delhi Police Training School release the cover of a training manual being specially designed for police investigators. “I congratulate Ogilvy for taking on the responsibility of creating an abridged, illustrative forensic DNA field training manual based on the Ministry of Home Affairs guidelines on the use of biological evidence in crime scene investigation. This simplified manual will facilitate ease of reference for our investigators and serve as a ready reckoner for everyone in the force,” she said while unveiling the cover.

Uber Partners With Delhi Police to Enhance Women Safety

Uber, the world's largest on-demand ride-sharing company today, announced a partnership with Delhi Police to allow quick access to Himmat, a women safety mobile app, through the rider app. Through this initiative, Uber joins hands with the law enforcement agency to add one more layer of safety for women riders using Uber.

This is Delhi Police’s first partnership with a technology company to intensify its focus on the safety of women in the city. With this partnership, Himmat will now be accessible to lakhs of women riders in one go. Since its launch in January 2015, around 90,000 people have downloaded the Himmat app and it currently has over 31,000 registered users. Uber aims to act as a force multiplier and expand its access to all of Uber’s women riders.

Speaking on the partnership, Shweta Rajpal Kohli, Head – Public Policy, Uber India & South Asia, said, “At Uber, safety of riders is paramount. We believe that technology-led solutions to overcoming safety challenges are increasingly vital to making mega-cities like Delhi safe for women. We are honored to be partnering with the Delhi Police in this critical mission. Combining access to the Himmat app through Uber is a big step towards strengthening the safety net available to lakhs of women riders. The first phase of this partnership will see Uber developing a permanent in-app access for for the Himmat app, including a link to download it from the app store. The second phase will allow users to directly access the Himmat app from within the Uber app. The third and final phase will involve an API Integration between both the apps.

In addition to the Emergency Button in the Uber app, riders will now have one more touch point to access the police helpline in case of an emergency.”

The event was also attended by Mr. Madhur Verma, DCP-Crime Branch, Delhi Police, who believes that women’s safety becomes even more crucial in a society that has a parochial mindset. He said, “The Delhi Police wants safety for all. To come out of the parochial mindsets, special women safety campaigns are needed. On our part, we have a helpline number 1091. In the world of social media, there are instances of cyber stalking and we have introduced anti-stalking helpline number 1096. Himmat app is Delhi Police’s another step towards women’s safety. It’s important for us to focus on safety and we are glad that Uber is taking us to more women.”

Moving people from point A to B, is a huge responsibility. Uber believes that technology provides an incredible opportunity to improve road safety in new and innovative ways before, during and after every ride.

• Before the ride begins, a rider can double-check the license plate, driver name and photo shown in the app. Riders are able to see a driver's rating to determine if they wish to proceed with a journey. Drivers are also periodically required to take a selfie before going online to drive with Uber to make sure the driver on the account matches the driver behind the wheel. If the face doesn’t match, the company blocks the driver from accepting rides.

• During the trip, a rider can share trip details with friends and family, including estimated time of arrival and the specific route taken. The Uber rider app also features an Emergency button that can be used in the rare case of emergency while on an Uber ride to connect with the local police. The company's incident response teams also gets notified instantly, and connects with the rider.

• After the ride ends, two-way feedback is another way for us to pre-empt and resolve potential issues.
