Uttar Pradesh to have New Startup Policy Soon

The state government is committed for employment of youth, and a new startup policy will be unveiled soon, Uttar Pradesh Deputy Chief Minister Dinesh Sharma said on Saturday.

"At present, the UP IT and start-up policy 2017 is being followed.. However, there is not a holistic start-up policy in the state covering all the industries.

"Hence, to enable the youth to become job creators, the UP government is making a holistic startup policy, which will cover sectors like agriculture, medical and health, energy, khadi, education, tourism and transportation. The policy will be declared soon," Sharma said at UP Start-Up Conclave-2019 here.

The state government is committed for employment of youth, and for this, it has linked the industrial policies with employment creation, the minister said.

"Through various projects pertaining to IT and Electronics, in the next five years more than 5 lakh jobs will be generated," he said.

To boost the "Startup Revolution" in UP, one of the largest incubator will be established in Lucknow. A Start-Up fund of Rs 1,000 crore is being established in Uttar Pradesh, Sharma noted.

Start-Up Express programmes are also being organised throughout the state to motivate the youth towards start-up, he added. PTI NAV

UP Govt Reveals Plan for India's Largest Startup Incubation Hub in Lucknow

The state government in India's most populous state of Uttar Pradesh has finally revealed few details about it plan to develop the country’s largest startup in Lucknow. The Yogi Adityanath government in the state first announced about this in September last year.

The state has identified about 40 acres of land near Lucknow Airport, which is on outskirts of the city, for the proposed startup incubation ecosystem comprising data centre, business processes outsourcing (BPO), development centre, training centres etc.

The proposed incubator, which will be up and running in the next 3 years, is touted to be the largest in terms of the carpet area and bench strength.

In the first phase, the Software Technology Parks of India (STPI), a central government agency, is likely to invest about Rs 200 million to develop the main complex of the startup hub spread over 2 acres.

UP additional chief secretary (IT & electronics) Sanjiv Saran told a business daily, "It would take 6 months to forge the necessary tie-ups with other stakeholders and partners on board."

For the startup hub, the state department would also tie-up with reputed UP based institutions, such as Indian Institute of Management, Lucknow (IIM-L), Indian Institute of Technology, Kanpur (IIT-K), Banaras Hindu University (BHU) etc as key knowledge partners.

Earlier in September last year, UP government had increased the budgetary allocation for startups from Rs 10 crore to Rs 1,000 crore (~ US$157 Mn) in association with Small Industries Development Bank of India (SIDBI). About Rs 250 crore had already been allocated for startups in the state.

Besides, SIDBI had launched a financial technology incubator at IIM-L called ‘SIDBI Centre for Innovations in Financial Inclusion’ (SCI-FI), mandated to catering not just the IIM-L, but other institutions as well. SIDBI is keen to support similar incubators in other institutions too.

Earlier this year, Yogi Adityanath announced that the state government will link 60,000 villages of the state with the Start-up India programme.

In 2016, before Yogi Adityanath came to the power of the state, the then Uttar Pradesh government had already introduced Start-up Policy for entrepreneurs and startups in the state.

In last couple of years, the only major startup, which is based out of Uttar Pradesh, that received funding -- and in news -- was education startup EduGorilla which had raised funding in July 2017.

Now, UP & Jharkhand Come Up With Startup Policy

On the pattern of Central government's Start-UP India campaign, the Uttar Pradesh government as well as the Jharkhand government have come up with an Information Technology and Start-up Policy 2016.

While Uttar Pradesh government has introduced IT and Start-up Policy 2016 which has already been approved by state cabinet and the Jharkhand government, on other side, has introduced "Start-Up Jharkhand", earmarking Rs 50 crore to encourage entrepreneurs in different sectors, Chief Minister Raghubar Das said on Monday. The startup policy for Jharkhand would be coming up soon he added.

Jharkhand would set up Innovation and Incubation Centres at a cost of Rs 10 crore and an innovation lab would also be set up with the help of IIM Ahmedabad.

Jharkhand CM said that entrepreneurs were being encouraged in the sectors like Information Technology, Health, Tourism, Agriculture, Biotechnology and alternative energy.

Uttar Pradesh, on other hand will get executed it startup policy by the Uttar Pradesh Electronics Corporation Limited which would remain effective for five years from the date of issuance of its notification.

Under this strategy, along with information technology related infrastructure and human resource and skill development, a focus would also be laid on giving attractive incentives and assistance to industries.
