India’s Largest-Ever State Legislative Delegation Joins Global Summit in Boston

In a momentous stride toward global democratic engagement, 130 Members of Legislative Assemblies (MLAs) and Legislative Councils (MLCs) from 24 Indian states and 21 political parties participated in the National Conference of State Legislatures (NCSL) Summit 2025 in Boston, USA.

The summit, which took place from August 4 to 6, was Bharat’s largest ever state legislative delegation attending the globally respected co-learning platform. This year’s NCSL was attended by legislators from 102 countries, making it one of the most diverse gatherings in the summit’s history.

Delegates participated in high-impact sessions on global themes including healthcare systems, artificial intelligence in governance, climate change, economic development, women’s empowerment, and transportation policy. They also joined over 100 parallel sessions featuring eminent speakers and legislator-led case studies, fostering cross-border exchanges of policy ideas and legislative strategies.

One of the highlights of the conference was a tour of the historic Massachusetts State House, which gave Indian state lawmakers insight into the Massachusetts state legislative processes. The delegation also visited Harvard University and the Massachusetts Institute of Technology (MIT), where they interacted with leading scholars and institutional leaders, exploring how academic research can support evidence-based policymaking. The team also met Mr. Wayne Harper, outgoing President of NCSL and congratulated newly elected president Marcus C. Evans Jr.

Speaking on the significance of the summit, Dr. Rahul V. Karad, Founder, NLC Bharat, said, “This historic conference marks a turning point in the journey of Indian state legislators toward global engagement. A total 130 MLAs and MLCs from diverse political ideologies came together, not as opponents across the political aisle but as learners, to understand how Indian state legislative excellence is shaped worldwide. Through NLC Bharat, we are building a non-partisan, future-facing platform that prepares our lawmakers to lead with knowledge, humility, and global awareness.”

The Indian delegation also participated in the 50th anniversary celebrations of the NCSL, where they interacted with senior NCSL leadership and Indian-origin academic and policy experts based in the U.S. These exchanges opened up valuable conversations on the evolving role of legislators in shaping responsive, people-centric governance in the 21st century.

In 2024, NLC Bharat achieved a historic milestone by, for the first time, bringing together 50 state legislators from across India to take part in the NCSL held in Louisville, Kentucky, USA. This groundbreaking initiative set the stage for strengthening democratic capacity through bipartisan learning and global benchmarking. The initiative underscores NLC Bharat’s commitment to strengthening democratic capacity. In a significant step towards positioning Telangana as a hub for global thought leadership and multilateral dialogue, the Government of Telangana today officially announced the Bharat Summit 2025 at MCR HRD Institute, Hyderabad. The announcement was made in the esteemed presence of Deputy Chief Minister Shri Mallu Bhatti Vikramarka, Minister for Industries Shri Duddilla Sridhar Babu, and senior AICC leaders including former External Affairs Minister and CWC Member Shri Salman Khurshid, AICC Telangana In-Charge and former MP Ms. Meenakshi Natarajan, and CWC Permanent Invitee Shri Gurdeep Sappal along with Indian Overseas Congress Chairperson, Sam Pitroda.

The Bharat Summit, to be held on April 25–26, 2025 at HICC, Hyderabad, is being organized by the Government of Telangana in collaboration with Samruddha Bharat Foundation to mark the 70th anniversary of the historic Bandung Conference that laid the foundation for the Non-Aligned Movement. The theme of the summit, ‘Delivering Global Justice’, echoes the call for NYAY (justice) championed by Leader of the Opposition Shri Rahul Gandhi. The summit is set to bring together over 450 global delegates from more than 100 nations, including corporate heads, key ministers, policymakers, academics, and civil society leaders, along with representatives from 25 international think tanks. Leader of the Opposition Rajya Sabha Shri Mallikarjun Kharge, Leader of the Opposition Lok Sabha Shri Rahul Gandhi and Smt. Priyanka Gandhi will attend the summit on both days.

The Bharat Summit is a defining moment for Telangana and will transform the state into a permanent platform for all progressive forces who’re committed to a democratic, liberal, and just world order. The summit will honor India’s legacy in global peace and justice but also Telangana as a modern-day meeting ground for global thinkers, reformers, and changemakers.

Unveiling the official logo for Bharat Summit 2025, Deputy Chief Minister, Shri Bhatti Vikramarka said, “We are pleased to unveil the logo and theme for Bharat Summit 2025 on the occasion of Ambedkar Jayanti. The Bharat Summit will host a gathering of over 450 of the world’s foremost thinkers and nearly 100 progressive parties, 40-50 ministers, 50 senators and MPs, numerous heads of parties and nearly 100 sectoral experts who will engage in bilateral discussions. We hope the Bharat Summit transforms into a permanent platform for all progressive forces who’re committed to a democratic, liberal, and just world order. We are extremely thankful to the Minister of External Affairs Shri S Jaishankar to extend all the required support to the Bharat Summit, to be organised by the state government in a bid to take Telangana to the top in the next 25 years.”

 

Minister for Industries Shri Duddilla Sridhar Babu said, “We are pleased to be hosting such an important Summit at a time when the world is going through such geopolitical, economic and democratic upheavals. The summit will honor India’s legacy in global peace and justice as well as position Telangana as a modern-day meeting ground for global thinkers, reformers, and changemakers Through this summit, we will be discussing Chief Minister Revanth Reddy’s development vision of Telangana Rising and how investors and entrepreneurs can invest in Telangana from across the world. Former Minister for Corporate Affairs, Shri Salman Khurshid said, “Such a gathering of progressive parties has rarely happened before. At the NAM summit, 29 parties had gathered. Today, nearly 100 parties are gathering. This is a historic first. I hope this becomes an annual feature for all progressives. Under PM Nehru, PM Indira Gandhi, PM Rajiv Gandhi, PM Narasimha Rao, PM Manmohan Singh and numerous other leaders, India has always played a leading role in global affairs—whether it was the NAM, the anti-colonial movement, the anti-apartheid movement, the non-proliferation movement, or providing humanitarian assistance to the world. We have leveraged all those networks for the Bharat Summit.”

Indian Overseas Congress Chairperson, Shri Sam Pitroda said, “Today, the world is at a crossroads. Democracy is being derailed; the world is reverting to primordial rules of statecraft; the world also seems to be splitting into spheres of influence and economic blocs; consequently, inequalities are mushrooming with trade wars, crony capitalism and slashing of welfare expenditure; civic rights are being undermined; the laws underpinning the liberal world order are being demolished. At such a time, India needs to once again show the world that there exists a middle and moral ground. Through Bharat Summit, we hope to start a global progressive movement. I am happy that the Telangana Govt will institutionalise this platform.”

AICC Telangana In-Charge and former MP, Ms. Meenakshi Natarajan said, “The Bharat Summit is an opportunity for us to rethink how the State should conduct itself in the new global context. The 2-day global summit will feature keynote addresses and thought-provoking sessions by global policymakers, academic and political leaders and position Telangana as a vibrant international venue for dialogue, equality and inclusive growth. These discussions will delve into crucial aspects of economic justice, climate justice, pluralism, diversity and multilateralism, including its potential for social good.

Reliance Industries Announced ₹50,000 Cr Investment In West Bengal By 2030

The investment is expected to generate 1 lakh jobs in the state, significantly boosting employment opportunities.

Reliance has already invested ₹50,000 crore in West Bengal over the past decade, and this new commitment represents an additional ₹50,000 crore by the end of this decade.

Mukesh Ambani made this announcement at the Bengal Global Business Summit 2025, emphasizing Reliance's commitment to driving economic growth in the state.

Ambani also highlighted that Reliance's Jio network now covers 100% of West Bengal's population and that an AI-ready data center will be operational in nine months.

This investment is a significant step towards transforming Bengal's business landscape and fostering economic development in the region.

Besides Reliance Industries, The RP-Sanjiv Goenka Group has also committed ₹10,000 crore in new investments, focusing on sectors like energy, healthcare, and education.

ITC has also invested over ₹7,500 crore across 18 manufacturing facilities and multiple hotels in West Bengal.

Ambuja Neotia Group has also announced an ambitious investment plan of over ₹15,000 crore over the next five years, spanning healthcare, hospitality, tourism, residential and commercial real estate, and a golf-themed township. JSW Group plans to invest ₹16,000 crore in a 1,600 MW power plant in Shalboni, Midnapore.
