Dectrocel Bags ₹4 Crore from BioAngels, PadUp Ventures to Accelerate AI-Powered Healthcare Tools

Dectrocel, a pioneering health-tech company developing AI-powered diagnostic solutions, has raised ₹4 crore in recent funding. The round was led by IAN Group-powered BioAngels, with participation from PadUp Ventures and Vinners.

Key investors from IAN in this round include Nitin Zamre, Samir Kalia, and Mitesh Shah. The fresh infusion of capital will be used to scale Dectrocel’s commercial operations across India, enhance its self-learning foundational multimodal AI technology, expand into international markets, and accelerate the launch of its upcoming AI Tools in CT /MRI/PET-CT and HPB diagnostic modules.

Headquartered in Lucknow, Uttar Pradesh, Dectrocel has launched its flagship product, DecXpert, which is one of only three AI-based diagnostic tools approved by the Central Drugs Standard Control Organization (CDSCO) for clinical use in India. The platform delivers chest X-ray and CT-scan interpretations that are 10 times faster and 98% accurate, addressing India’s acute radiologist shortage - currently at a staggering 1:125,000 doctor-to-patient ratio. This shortage results in diagnosis delays of 7 to 10 days and error rates of up to 40%, particularly in tier-2 and smaller cities where timely intervention can be life-saving.

Dectrocel was founded by Ankit Shukla, an AI-in-medicine expert from the University of Queensland; MS in Infectious Diseases from Duke Medical School, NUS, Singapore. Saumya Shukla, a Doctorate in Public Health from SGPGIMS with an MBA from NUS and MS in Data Science from Harvard; and Nikhil Mishra, an IIT Kanpur Researcher specializing in AI and machine learning applications in medicine.

The company’s mission stems from a deeply personal experience where a patient with a persistent cough went undiagnosed for months due to delayed X-ray interpretations and ultimately succumbed to late-stage lung cancer. This tragedy transformed the founders’ vision into a life-saving mission to democratize access to expert-level diagnostic capabilities for every patient, regardless of geography or income.

Dial4242, India’s leading tech-enabled ambulance service platform, has raised ₹9 crore in a Pre-Series A funding round led by IAN Group, with additional participation from BioAngels, IIM Bangalore’s NSRCEL, and other prominent angel investors.

The funds will be used to strengthen Dial4242’s mission of ensuring ambulance availability across India by reducing its current turnaround time (TAT) from 12 minutes to under 8 minutes. The company will also invest in technology upgrades, marketing, expansion of medical centers in underserved areas, and key leadership hires.

Founded in 2016 by Jeetendra Lalwani, along with co-founders Nilesh Mahambre and Atin Verma, Dial4242 operates the country’s largest on-demand ambulance network, covering 850+ cities. The platform provides real-time ambulance tracking, automated dispatch, and a 24x7 call center—addressing India’s long-standing issues of emergency response time and accessibility.

With its asset-light and tech-first model, Dial4242 has built strategic partnerships with major players such as Amazon, Zomato, and Swiggy, offering medical support to gig workers nationwide. Its average turnaround time of under 12 minutes makes it the fastest in the country.

BioAngels, which is India’s first sector-focused angel investor group to fuel the growth of startups from sectors such as Biotech, Medtech, Healthtech, Pharma and Cleantech, has set up a plan to invest in 100 startups, with ticket sizes ranging from Rs 25 Lakh to Rs 10 Crore, said Padmaja Ruparel, Founder of BioAngels in an interaction with BioSpectrum India, a magazine for Healthcare & Biopharma industry.

Padmaja Ruparel is also the Co-founder of Indian Angel Network (IAN), and the Indian Angel Network came into partnership with BIRAC, Department of Biotechnology, to launch BioAngels Network (BiAN) at the Global Bio India 2019.

BioAngels is focussed on seed to early-stage investments in healthcare, biotech, pharma, medtech, cleantech and agritech sectors.

Speaking about the plans, Padmaja further said to the website, "BioAngels aims to create a pool of domain experts who will provide their technical expertise to entrepreneurs and investors."

Biotechnology Industry Research Assistance Council (BIRAC), the not-for-profit Public Sector Enterprise of Department of Biotechnology, Govt of India, is providing BioAngels an access to high-quality technology expertise embedded in the Department of Biotechnology ecosystem. This is extremely critical because it is key for investors to understand the technology and its functionality, before taking an investment decision.

Answering a question about specific areas that BioAngels would be focusing on, while working with startups, Padmaja said,"We would be looking at all preventive and curative health issues that can be solved innovatively."

Speaking on reports of cash-crunch startups shutting down their operations and how BioAngels' investment will help in such scenario, Padmaja said , "once both the science and the commercial aspects, legal (IP) are vetted, and investors find trust in the entrepreneurs to lead the journey."

According to Padmaja, biotech/healthcare sector will grow exponentially (13.25%).

Notably, India’s healthcare ecosystem is among the fastest growing sectors having benefited from government policies and liberalized FDI regime in various sub-sectors like hospitals, medical devices, health insurance, etc.

The size of BioTech market alone was valued at around USD 497 billion in 2020 and is projected to grow at a CAGR of over 9.4% between 2021 and 2027.
