At the end of year 2008 when the number the number of broadband subscribers in India was 52.8 lakh and the ISPs providing broadband internet also growing Telecom Regulatory Authority of India (TRAI) released a consultation paper on “Bandwidth required for ISPs for better connectivity and improved quality of service” and this way will identify easily monitorable and enforceable quality of service (QoS) of ISPs, to ensure that a bare minimum (floor) bandwidth is available with service providers for their subscribers in India.
TRAI has realized that India is growing as emerging countries for application that require higher bandwidth with speed and quality at high priority such as IPTV, P2P sharing, online videos, virtual tours along with e-marts and e-commerce related applications.
As a matter of fact TRAI has revealed that subscribers in India alleged that Broadband connections is much less than subscribed speed.
Earlier in year 2006 TRAI had define various parameters like packet loss, latency in the network, peak bandwidth utilization etc. and ISPs are supposed to monitor their network and take corrective measures/ action to maintain quality of service. And despite of this it is seen that such corrective actions are not taken by ISPs in time.
